fix(docker): refresh python, uv, and postgres base image digests - #283

Pick up the Debian 13.7 point release so the image scan finds no fixed HIGH or CRITICAL packages (gzip, pcre2, sqlite, perl).
A weekly run on top of a 7-day wait left upstream security rebuilds up to two weeks behind the image scan.

Bump the pinned python, uv and postgres base image digests to their Debian 13.7 rebuilds, which carry the gzip, pcre2, sqlite and perl security fixes the container scan flags.
