fix(session): defer stub fallback notice until the fold commits - #1244

A failed summary used to tell the operator a statistics-only stub was in use before verify ran. Verify abort keeps prior context, so that notice was a lie. The wrapper now fires the notice and cache-prefix prune only after turns actually fold, skips success telemetry on a stub, and exec writes the same notice to stderr.
