tkl: Twinkly driver for leds/Bibliopixel

Install using pip install tkl.

Test from the command line with:

leds '{driver: tkl, animation: BiblioPixelAnimations.strip.ColorChase}'

# or for legacy systems using BiblioPixel
bp '{driver: tkl, animation: BiblioPixelAnimations.strip.ColorChase}'
