Subject: [PATCH] Publish the web-fetch fix under an unused version

The 0.1.1119 release was created from an earlier main commit before the web-fetch fallback merge landed. Advance the framework version so the release workflow can publish an artifact that includes PR #3043.

Constraint: npm and GitHub tags are immutable and 0.1.1119 already points to the pre-#3043 commit.

Rejected: Re-run the 0.1.1119 workflow | it cannot replace the published npm artifact and would not prove the correct source commit.

Confidence: high

Scope-risk: narrow

Reversibility: clean

Directive: Verify future release tags point at a commit containing the intended feature before triggering downstream staging tests.

Tested: deno fmt --check; deno check; repository-hardening test; npm and git tag availability for 0.1.1120

Not-tested: Post-merge release and downstream staging rollout
