Add gnuwin32 package of file.

This is a very broadly supported project with 281 packages in 134 repos.

This package is need by the following gnuwin32 packages

  • a2ps.xml
  • libtool.xml
  • netpbm.xml

This is part of 0install/0install.de-feeds#3

Could you change this to arch="Windows-*" to match version 5.09?

It has binary dependencies, when the 64bit zlib package is added
wont it pull in the 64 bit version instead of the 32 bit?

Good point, better to leave the i486 restrictions if there are dependencies on DLLs.
