Inactive Militia no longer parttakes in fights

If there is Militia at map and enemy attacks,

the Militia will just stand at initial place doing nothing

alt+rmb shows they carry weapons

unchanged settings, so no militia equipment involved

they won't hide, flee, attack ... standing there, getting surpressed, cowering in fear and eventually got hit and die

only exception is militia that early on got an interrupt, those will parttake in rest of fight as well

i got a message about ai-deadlock

This may have been fixed with the #156 commit. Report back if the behavior still persists.

Sadly, it doesn't seem to solve the issue

In the video, there are 16 Militia (see green dots radarmap) and about the same number of enemies

yet, when it's Militia's turn, only 3-4 do anything

see how short that "Militias Turn" is?

It seems that not all Militia get's even called, like they haven't been alerted.

Or don't care about noise, being attacked and such.

I recall those fights as time consuming. each person on map got called (game jumped to them one-by-one) and they did some action (regardless if that action was meaningfull, point is they did something. all of them)
enemies, militia and civilians - each person got called one by one

bloddcats also do nothing, even after being shot and being very, very close

Potentially fixed by #171, but this only affects militia. We should open another issue for bloodcats
