Add bounded Bash scope facts in 0.4.0-beta.3

Change

• Add BashParser.TryProjectFiniteScopes for complete static Bash command lists.
• Publish each reachable exact directory and its parser-owned path facts.
• Keep unknown effects, nested execution, and excess scopes without a projection.
• Add the 0.4.0-beta.3 version and release notes.

Proof

• The Release solution test suite passed 3,373 tests.
• The public API tests and the corpus PII audit passed in that suite.
• The header check and git diff --check passed.
• The beta package contains net8.0 and netstandard2.0 assemblies.
• A clean consumer loaded the local package and proved both touch scopes.

Release

The bare 0.4.0-beta.3 tag will start the NuGet publish workflow after merge.
Netclaw will adopt the public package in a later PR.
