The proposal payload executes the following actions:

2. SetWasmModuleRootAction for Arbitrum Nova - Will update the WASM Module Root for ArbOS61 by calling setWasmModuleRoot(0xc10cd7ec6acaf1c441a3f6bd0900ad20f15855ba775a96f1939118cbc629dc97) on the Arbitrum Nova rollup contract.
3. UpgradeArbOSVersionAtTimestampAction for Arbitrum One - Will call ArbOwner::scheduleArbOSUpgrade(61, 1787245200) on Arbitrum One. This will schedule the upgrade to ArbOS 61 at Unix timestamp 1787245200 .
4. UpgradeArbOSVersionAtTimestampAction for Arbitrum Nova - Will call ArbOwner::scheduleArbOSUpgrade(61, 1787245200) on Arbitrum Nova. This will schedule the upgrade to ArbOS 61 at Unix timestamp 1787245200 .
5. ArbOS61SettingsAction for Arbitrum One - Will modify the following settings:
   • Add the BaseFeeManager contract as a chain owner, by calling ArbOwner::addChainOwner(0x6e031B6e9f667Ed6953E627276fBbEfa4c28529A)
6. ArbOS61SettingsAction for Arbitrum Nova - Will modify the following settings:
