Adds docs/HANDOFF.md, a self-contained handoff of the current release and upstream-integration state so a fresh session can resume without re-deriving context.

Covers:

  • Exact refs, tags, versions, PR/issue state, and device state
  • The single open task: publishing the signed v0.2.0 release, blocked on GitHub-hosted runner availability (jobs cancelled at ~15 min with zero steps and duration_ms: 0)
  • Verified build/test commands, including the corrected JDK path and the known-failing test sets
  • Fork invariants to re-check after any upstream merge
  • Two upstream defects inherited from v4.0.8, reproduced on a pristine upstream checkout
  • The dev -> main promotion recipe, since GitHub cannot create that merge commit
  • Workflow traps: gh account switching, tag pushes not triggering workflows, apksigner low-API verification, Mergiraf auto-resolutions

Captures the 0.1.0 release, the LeanBitLab v4.0.3-v4.0.8 integration, the
0.2.0 cut, the one open task (signed v0.2.0 blocked on runner
availability), verified build/test recipes, fork invariants, and the
workflow traps encountered (gh account switching, tag-push triggers, the
dev->main promotion recipe, apksigner low-API verification).
