Investigate whether Management URIs respect HTTPS-only settings

[davidmrdavid]

Tracking this to investigate the problem described here: Azure/azure-functions-durable-extension#2113

[andystaples]

Validated on 2026-07-29 against a currently deployed Python Durable Function App on Linux Elastic Premium (EP1) with HTTPS Only enabled and Functions runtime v4.

Results:

• An HTTP request redirected to HTTPS.
• The HTTPS orchestration starter returned 202.
• The Location header and all returned management URLs used https.
• The returned statusQueryGetUri was reachable and returned the orchestration status.

This confirms the original Azure-managed Linux HTTPS-only scenario is fixed by the Functions host behavior introduced in Azure/azure-functions-host#7629. No durable-python change is needed for this issue.

The distinct reverse-proxy/custom-domain gap, where the Python SDK does not honor forwarded headers when replacing management URL origins, is tracked separately in #618.
