Scope direct-push guidance to non-bypass users
In the documented configuration where enforce_admins is OFF and the admin bypass is intentionally retained, the stated consequence that direct pushes to main are blocked for all work is not accurate for repository admins using that bypass. Since this file is the process source of truth for preventing red merges, this should either say direct pushes are blocked for non-bypass actors or the protection should actually enforce admins if the intended rule is no direct pushes by anyone.
