… template Replaces the older inline-job next-release.yml/hotfixes-release.yml with the current workflow-*.yml@v4 thin caller (picks up BOT_NAME/BOT_EMAIL changelog contributor filtering, visibility-aware cldmv-runners routing, and every other fix that's landed since this repo's copy was made), and adds feature-pr.yml where it was missing so every v4 repo has the full set.
