This allows removal of lots of INCLUDES lines from a number of Holmakefiles. This hasn't been done systematically yet.
Really don't want to have to pull in the asl-equiv stuff for now.
Will currently continue to fail until a HOL fix lands that deals with sibling holprojects, where later fails to understand earlier's holpath.
I think this only ever existed as a temporary stopgap so that I wouldn't have to think about .hol_preexecs and the asl-equiv directory in HOL's examples. The contents of this directory (and its children) are in fact needed for various other parts of the complete build so it shouldn't be isolated into a sub-project in this way.
