SW-098 — Add executable command-examples documentation harness

Summary

Create a safe harness for verifying documented CLI command examples against implemented command syntax.

Acceptance Criteria

• examples can be extracted/verified deterministically;
• no live network or destructive commands;
• unsupported commands fail conformance;
• repository checks pass.
