No event when a signer is added or removed from the registry

contracts/multisig-transfer/registry.rs doesn't appear to emit an event on signer changes, which off-chain monitoring would need for security alerting.

I can tackle No event when a signer is added or removed from the registry. Proposed implementation roadmap:

• Analysis: Inspect current behavior and edge cases in DistinctCodes/AssetsUp
• Core Implementation: Deliver a clean, well-tested implementation for No event when a signer is added or removed from the registry following DistinctCodes/AssetsUp conventions.
• Quality Assurance: Validate end-to-end functionality before submitting the PR.
