usb: ingest VID/PID data from FastLED boards

Use the canonical FastLED/boards published usb-ids/protobuf artifacts for fbuild ingestion. Accept both legacy fbuild JSON and boards JSON shapes, and keep the historical blob test-only so production has no built-in VID/PID catalogue. Includes curated stock Pico/Pico 2 identities from FastLED/boards#45.
