Closes #1123\n\nAdd the primary CH32V deploy path through wlink v0.1.2. The deployer verifies pinned host release SHA-256 values, installs into the managed fbuild tools directory, supports FBUILD_WLINK_PATH, and invokes wlink flash for all CH32V series.\n\nValidation: soldr cargo test -p fbuild-deploy wlink; soldr cargo check -p fbuild-deploy; rustfmt checks.
