perf(ch32v): enable V30x hard-float ABI

Closes #1128

Enable the documented QingKe V4F ISA and hard-float ABI for generic CH32V303/V307 boards:
v32imafcxw with ilp32f. The existing march normalization emits
v32imafc_zicsr, and the merged RISC-V multilib resolver preserves the toolchain's
v32imafc_zicsr/ilp32f directory.

Validation:

• soldr cargo test -p fbuild-build-mcu ch32v::mcu_config --lib
• soldr cargo test -p fbuild-config board --lib
• soldr cargo check -p fbuild-build-mcu
• git diff --check

A physical float-sketch benchmark and nm soft-float-call audit require a V30x board/toolchain deployment environment not attached here.
