[codex] Add Silicon Labs USB PID supplement

Summary

Adds a Silicon Labs / Energy Micro USB PID supplement for the online-data refresh.

• parses Linux's CP210x driver for Silicon Labs-owned bridge defaults under VID 10c4
• parses a first-party SiliconLabsSoftware Arduino example udev rule for 2544:0001
• wires the source into the nightly update workflow and documents the source caveats

Notes

Silicon Labs does not publish a public PID registry. The current Silicon Labs Arduino core only declares Arduino/Seeed board-package IDs, so this supplement does not infer board names from bridge-chip or debug-interface IDs.
