chore: initialize project foundation

[Fluory]

Goal

Create the project foundation from Entwicklungsplan/templates/base (fluory-system 2.1) for a P1 project with the add-ons approved in PROJECT-START.md §3, so that every following issue starts from an enforced workflow.

Acceptance criteria

• AGENTS.md (English project card), CLAUDE.md (@AGENTS.md + # Compact instructions), project-profile.yml (P1, add-ons, budget) exist
• .claude/ contains settings with read locks and autoMemoryEnabled: false, the seven guard hooks (executable), path-scoped rules adapted to this repo layout, and the four core skills
• scripts/doku-check.sh, scripts/pr-check.sh, scripts/quiet-run.sh are executable and green locally
• CI (.github/workflows/ci.yml) runs on every PR and recognises the foundation phase; PR and issue templates exist
• Product, technical and decision docs are fanned out (docs/product, docs/technical, docs/decisions, docs/input) and contain only decided content
• main is protected (PR + CI required, no force push)

Not part of this task

• Product code, dependencies, package.json, pyproject.toml (first code issue)
• Cloud resources (Neon, R2, Vertex, Vercel)
