feat(requests): request list with errors, retries and reprocessing

Goal

Staff see at a glance which requests need attention and can reprocess failed ones – the customer asked that errors are visible and nothing is lost.

Acceptance criteria

• Request list with status, attempts, last error (human-readable cause, no stack traces), next retry time
• Reprocess action for requests in ERROR re-enqueues in the same transaction as the status change and is audited
• Dead-lettered jobs are visible as ERROR with the stage (processing/export)
• Filters: status, possible duplicate
