Link other languages as subprojects when done

German, Italian and so on can be linked as a submodule to this project. This allows separate teams to work on each language, with one team managing the top-level inclusion and distribution of the final document.

First we need to create new projects with the name based on the ISO language code. For example, de-DE will be the name of the repo for the german version of the document. Once this is done, I can add all of them as git submodules to the main project.
