run(idp-sql): Unhandled promise rejection #2108

Actual

Trying to get this working locally using the Cloud SQL proxy, I ran into this error:

(node:1) UnhandledPromiseRejectionWarning: Error: connect ENOENT /cloudsql/<connection name>/.s.PGSQL.5432
     at PipeConnectWrap.afterConnect [as oncomplete] (net.js:1137:16)
(node:1) UnhandledPromiseRejectionWarning: Unhandled promise rejection. This error originated either by throwing inside of an async function without a catch block, or by rejecting a promise which was not handled with .catch(). To terminate the node process on unhandled promise rejection, use the CLI flag `--unhandled-rejections=strict` (see https://nodejs.org/api/cli.html#cli_unhandled_rejections_mode). (rejection id: 5)
(node:1) [DEP0018] DeprecationWarning: Unhandled promise rejections are deprecated. In the future, promise rejections that are not handled will terminate the Node.js process with a non-zero exit code.

I do not have a clear action item to help troubleshoot this problem.

Expected

Handle this rejection and provide actionable guidance on what the developer can do.
