Closes #1.\n\nAdds the deterministic writwall start coordinator, complete local bootstrap bundle, lifecycle-aware handoffs, external-Operator packets, exact starter prompts, and a human-facing day-zero guide. Includes the sanitized DNS/email migration walkthrough that preserves DNS-before-mail sequencing.\n\nVerification:\n- dual independent 120-file private-screened projections, byte-identical\n- public projection and license gates pass\n- 278 changed-path tests pass with one expected skip\n- source suite passed 687 tests with two expected skips before projection\n\nNo release or tag is included.
