feat(mcp-cli): add stdio tool gittensory_get_label_audit (proxy the hosted tool)

gittensory_get_label_audit is available on the hosted MCP server (src/mcp/server.ts:1093) but not in the published stdio package — the label-policy audit (configured-vs-live labels, trusted-label pipeline readiness) can't be reached from a locally-run gittensory-mcp. Add the stdio registerTool proxying the label-audit HTTP endpoint.

Deliverables

• Register gittensory_get_label_audit in packages/gittensory-mcp/bin/gittensory-mcp.js proxying the label-audit HTTP endpoint via apiGet
• Match the ownerRepo input handling of the existing repo-context tool
• Add a subprocess stdio test asserting listing + proxied payload
