Scope: a cockpit showing the PRs I'm submitting (miner loop) AND the PRs I'm gating (maintainer loop), each role-gated per the access boundary. Thin composition over the existing miner/maintainer panels.
Acceptance: a dual-role session sees both loops correctly scoped; pure-miner / pure-maintainer sessions see only their half. Effort: S–M. Sub-issue of #527.
