feat(api): export skipped PR audit decisions

Summary

• Add a private GET /v1/app/skipped-pr-audit export for skipped PR public-surface decisions.
• Include bounded, permissioned audit rows with repo, PR number, reason, timestamp, and remediation text.
• Start auditing disabled public-surface skips so surface_off decisions are available in the private export.
• Closes feat(github-app): add silent audit export for skipped PRs #105.

Scope

• This PR is focused and does not mix unrelated backend, UI, MCP, docs, dependency, and deploy changes.
• This follows CONTRIBUTING.md and does not reintroduce GitHub Pages, VitePress, site/, or CNAME.

If any required check was skipped, explain why:

• None. npm run test:ci passed locally. Coverage from the local run was statements 99.1%, branches 97.04%, functions 98.43%, and lines 99.66%.

Safety

• No secrets, wallet details, hotkeys, coldkeys, user PATs, private keys, raw trust scores, private rankings, or private maintainer evidence are exposed.
• Public GitHub text stays sanitized, low-noise, and does not imply compensation guarantees or optimization tactics.
• Auth, cookie, CORS, GitHub App, Cloudflare, or session changes include negative-path tests.
• API/OpenAPI/MCP behavior is updated and tested where needed.
• UI changes use live API data or real empty/error/loading states, not production mock/demo fallbacks.
• Visible UI changes include screenshots or a short recording.
• Public docs/changelogs are updated where needed; changelogs are only edited for release-prep PRs.

Notes

• No visible UI changes; the UI artifact change is the generated OpenAPI contract only.
• The export redacts raw audit metadata, actor, delivery ID, and internal audit IDs from response items.
• Browser sessions are scoped to control-panel repository access; API/static/operator access may query across repositories or filter by repo.

• Exporting skipped PR audit decisions fits the API surface and does not broaden private reviewability output.
• The branch is locally merge-clean against current main.
• No code changes requested.
