What this PR does

Before this PR:

Member-import expansion ran only for dotted module IDs, so dependents imported through a top-level package's relative import were omitted.

After this PR:

Non-empty one-component module IDs use an empty base name, allowing root-package relative member imports to be included while dotted module behavior remains unchanged.

Reverse dependency queries must include consumers that import top-level modules through the root package.
