Overlay mounts for docker containers with multiple layers mounted the lower layers in reverse order.
In the case where a file in a base layer should have been replaced by the same file in a later layer, instead the overlay mount used the file from the lowest layer.
This adjusts the mount command to use the correct order for lowerdir layers.
