Recent merged PRs have drifted from the convention — freeform prose + ad-hoc Test plan sections rather than the structured What / Why. Putting the template in
.github/makes the convention load-bearing in the editor every contributor sees, instead of relying on memory or on review catching drift. Sister PRs land the same template inLLMATIONS/swagcountyandLLMATIONS/internal-docsso the rule is uniform across all three workshop repos.
