What

Add .github/PULL_REQUEST_TEMPLATE.md so GitHub auto-populates new PRs with the LLMATIONS convention: ## What then ## Why (both required), with optional ## Test plan for behavioural changes not covered by CI. Comment block in the template documents the rule (no other sections — no Risks, Follow-ups, Screenshots).

Why

Recent merged PRs have drifted from the convention — freeform prose + ad-hoc Test plan sections rather than the structured What / Why. Putting the template in .github/ makes the convention load-bearing in the editor every contributor sees, instead of relying on memory or on review catching drift. Sister PRs land the same template in LLMATIONS/swagcounty and LLMATIONS/internal-docs so the rule is uniform across all three workshop repos.

Auto-populate new PRs with the LLMATIONS convention: `## What` then
