Agrega `scripts/publicar_promociones.py` que lee archivos JSON promocionales, valida los campos requeridos (`title`, `description`, `discount_code`, `valid_until`) y los despliega automáticamente vía POST autenticado, incluyendo fallback (dry-run) si no se proporciona API key.
