Remove Scrumwise issue navigation link from IDE config template#1425

Drops the Epic|Story|Item IssueNavigationLink that pointed at scrumwise.com from .idea/configTemplates/vcs.xml. We no longer use Scrumwise for issue tracking, so the IDE-generated links were dead.

Pretty sure we're totally done with Scrumwise, so any of these links would just be broken. This removes the
