Make lbug_distributed.h a separate amalgamation

After #1005 lbug_distributed.h is included in lbug.h using a single amalgamation process.

These are two separate interfaces and should not be mixed. For example, it's not a good idea for a C-API client to know about bindScan and ValueVector.
