🐛 Reapplying buffs shouldn't give "wear off" message

Steps to reproduce

• Use Hasso
• Reuse Hasso
• "... wears off"

Expected behavior

No wear off message. In fact even if you swap from Seigan to Hasso it's not shown for either.

Same behavior is true for most spells and other JAs.
