Show Max plan usage meter whenever usage data exists #569

Problem

Max plan users with valid usage data cannot see their usage in the sidebar until they reach 90% usage.

The current logic in frontend/src/components/CreditUsage.tsx is:

const shouldShowUsageMeter = hasUsageData && (!isMaxPlan || percentUsed >= 90);

This Max-only exception was added when Max users rarely approached the cap. We now have more Max users, and they are using enough AI to get close to the monthly limit. A recent support case involved a Max user at 87% usage who asked where to see plan usage and remaining credits; the UI hid the usage meter because it was below the 90% threshold.

Expected Behavior

Show the usage meter for Max users whenever usage data exists, the same as other paid plans. Users should be able to see percent used and reset date before they are close to hitting the cap.

Likely Implementation

Remove the Max-specific threshold from CreditUsage:

const shouldShowUsageMeter = hasUsageData;

Then verify the sidebar still renders cleanly for Free, Pro, Max, Team, and loading states.

Notes

This should also simplify support guidance: users can be told that the bottom-left sidebar plan badge shows current plan usage when usage data is available.
