Avoid running the Quarto pre-build twice during CI.
The workflow already runs
makim pages.pre-buildbefore linting. Later,makim pages.buildtriggers the same pre-build again through itspre-runhook.This change runs
pages.buildwith hooks skipped in CI, while preserving the existingpages.buildhook for standalone/local usage.Change

This avoids repeating the full Quarto rendering pass during each CI build while preserving the existing pre-build-before-lint ordering.
