fix: utvpkg fails to find dependencies on Windows 11

Description

Running utvpkg.exe or rvpkg.exe on Windows even with the dependencies installed and on path fails with these pop-ups in order (yes the Qt one repeats)

Even though utv runs fine.

Via command-line it doesn't show pop-ups but also gives no errors/logs whatsoever.

Running openutv-diagnostics.cmd gets me the same:

Logs or Console Output (Optional)

The same happens when running the diagnostics (which is `.cmd` and not `.bat` by the way) - see screenshots above.

Once I run this:

Then I do get diagnostics:

OpenUTV_Diagnostics_20260929_103105.zip

Which makes me guess the installer actually may have failed to add everything needed to path?

Acknowledged. Thanks for the report @BigRoy . Really appreciate it. And I think you are directionally correct here. I was trying to get too fancy supporting scoop/winget/choco so I have simplified around a single irm/iex command for windows installs. I should have done more QA on those before publishing. Apologies. Stand by while I QA some things but should have a full report back to you today with a solution.
