OpenUTV intentionally doesn't ship x265 in distributed binaries to avoid redistributing patent-encumbered codecs; utv-dependencies builds libheif for OpenImageIO without default features for this reason. Note the policy, where it's enforced, and that HEIC/HEIF write being unavailable on Windows (#67) is by design, so it isn't revisited.
