Integrated ServicePulse disabled during upgrade via ServiceControl Management

Describe the bug

Description

When a ServiceControl error instance, with integrated ServicePulse enabled, is upgraded through ServiceControl Management, integrated ServicePulse is quietly disabled.

Expected behavior

Integrated ServicePulse remains enabled.

Actual behavior

Integrated ServicePulse is disabled.

Steps to reproduce

1. Create a ServiceControl error instance
2. Enable integrated ServicePulse
3. Upgrade the ServiceControl instance
4. Review the integrated ServicePulse setting.
