What happened

This is the LNK1158: cannot run "mt.exe" failure — duplicate of #6023, fixed on main in a868c75 (#6051).

Root cause: link.exe implements /MANIFEST:EMBED by shelling out to the Windows SDK's mt.exe, and Perry launched a vswhere-located link.exe from a plain shell without the SDK bin directory on PATH. That's exactly why building from the "x64 Native Tools Command Prompt" worked around it — that prompt puts mt.exe on PATH.

The fix locates mt.exe itself and prepends its directory to the child PATH (falling back to skipping the manifest embed with a warning), and also passes /IGNORE:4006 to silence the LNK4006 duplicate-symbol wall visible in your screenshot.
