Lands #9550 (Error diagnostics consolidated into an owner-keyed record, rekeyed by the Error move/finalize hooks — no more message-keyed staleness across GC) rebased onto main.
Train fixes: split capture-stash tests from perry-hir lower/tests.rs (file cap — over since #9549) and re-recorded diagnostics.rs thread-local count (5 to 3, an improvement).
Validation: release build green; RUST_TEST_THREADS=1 perry-runtime 3018/0 including the new error_side_tables forced-copied-minor coverage (both Error and message proven moved); perry-stdlib 123/123; error-name gap canaries green; all lint gates green.
Rebase-merge preserving authorship.
