refactor(planner): remove backend logical capability matrix

Summary

• delete the backend-owned logical sketch capability matrix
• let ASAPPlanner validate forced sketch families while enumerating legal summary candidates
• retain the six MVP metric rows only as an explicitly named deployment fixture
• leave runtime SID/CTSA capability matching unchanged for the following physical-boundary cleanup

Architectural boundary

ASAPPlanner owns intent-to-summary legality and candidate enumeration. ASAPQuery-backend supplies deployment policy and performs physical compilation.

• cargo check -p control_plane -p data_plane
