Finding
The Issues API includes pull requests, so the previous implementation could inflate Issue Response by counting closed PRs as closed issues.
Fix
Use GitHub issue search with
is:issuefor open/closed counts and isolate the ratio in a deterministic helper.Tests
Adds deterministic fixtures for zero, all-open, all-closed, balanced, and invalid counts. Live validation will verify the real Action and release preflight.
