Register local steering sourcesets for GPT-2 Small and Gemma

Goal

Add explicit Agent Machine sourceset records for local SAE steering targets.

Scope

• Define a sourceset record for gpt2-small.res-jb.
• Define whether Gemma 2B and Gemma 9B sourcesets are in scope and what their identifiers should be.
• Record required model weights and SAE artifacts by reference only.
• Mark gated/terms-required sources clearly.
• Keep credentials, tokens, and downloaded weights out of the repo.

Acceptance criteria

• Agent Machine has machine-readable or documented sourceset identifiers for GPT-2 Small and any admitted Gemma targets.
• Each sourceset states model weight source, SAE artifact source, license/access posture, and readiness status.
• MODEL_SOURCESET=gpt2-small.res-jb has an explicit resolution path or is explicitly marked not ready with missing dependencies.

Non-goals

• Do not download model weights.
• Do not implement the steering server.
• Do not claim Gemma readiness without accepted terms and verified artifacts.
