Upgrade Vite Plus to 1.0.0 (stacked on #1651)

Summary

Upgrades Vite Plus and its core package from 1.0.0-rc.1 to 1.0.0 across every workspace Vite alias and the vite@* override. Vitest and coverage remain at 5.0.1.

This PR is stacked on #1651. Merge #1651 first. This branch contains #1651, including its merge of current dev, so its diff against dev shows #1651's changes as well. After #1651 is merged, the remaining diff is only the version bump and one test-synchronization fix.

Included increments

• Route tests and UI tooling through Vite Plus with one Vitest runner #1651 (b0b4ef754, fd7e98e00), the prerequisite. It is not counted as part of this PR.
• 7a1cebfe9 Upgrade Vite Plus to 1.0.0: package manifests, lockfile, testing doc, and exact minimumReleaseAgeExclude entries for the @1.0.0 Vite Plus packages only.
• a2ec6e0bc Wait up to 10 s for issue-handoff release before teardown. This is test synchronization only; product logic is unchanged.
• b9c4af25d Merge updated Route tests and UI tooling through Vite Plus with one Vitest runner #1651. Keeps the 1.0.0 pins alongside dev's new root dependencies, and regenerates pnpm-lock.yaml from Route tests and UI tooling through Vite Plus with one Vitest runner #1651's lockfile; the resulting diff is only the rc.1 → 1.0.0 resolution. The handoff wait from a2ec6e0bc is already in the relocated tests/integration/workspace-assignee/service.issue-assignee-session.spec.ts.

Verification

Run on Windows (XR80) against b9c4af25d, sequentially with --maxWorkers=2:

The 5 failing specs are the same ones listed in #1651, and they also fail on plain origin/dev on this Windows host. This is not a clean full-suite pass. The Vercel check fails with "Authorization required to deploy" (team authorization for fork PRs).

Boundary touch

Shared build/test toolchain, lockfile, and release-age exceptions. The exceptions cover only the listed @1.0.0 packages and loosen no other dependency. No trading, credentials, persisted state, runtime, or packaging changes. The earlier claim of upgrade authorization has no linked record; the maintainer should confirm it before merging.

Non-goals

• Gelonghui news PR 新闻采集：直连格隆汇实时快讯 #1647.
• Converting the remaining direct pnpm exec vitest run doc and CI commands. See Route tests and UI tooling through Vite Plus with one Vitest runner #1651.

Rollback: revert b9c4af25d, 7a1cebfe9, and a2ec6e0bc (the test commit can be reverted on its own), then reinstall with the frozen lockfile.
