docs: update GOVERNANCE.md and MAINTAINERS.md to include Lodging Tech Council

Description

This PR defines the Lodging Tech Council (Lodging TC) in GOVERNANCE.md and adds its founding maintainers to MAINTAINERS.md based on the approved Lodging DTC Charter.

• GOVERNANCE.md: Defined the 16-member Lodging Tech Council structure.
• MAINTAINERS.md: Added the Lodging Tech Council maintainers.
