[BUG] Fails to refresh models list

Describe the bug
Trying to configure providers. Hangs up on "Refresh Models", or returns HTTP 403 (no clear pattern whether it will return 403 or keep spinning).

To Reproduce
Steps to reproduce the behavior:

1. Go to Settings -> Providers.
2. Add API Provider "LiteLLM" and its Base URL (in this case, local to my organization).
3. Add LiteLLM API Key (which works with CLI and other VSCode plugins).
4. Click on "Refresh Models".
5. See error (screenshot below).

Base URL in question and the API Key have been successfully used with other plugins and CLI.

Expected behavior
Successful and fast refreshing of the models list.
