feat(creator-keys): implement price impact circuit breaker and set_circuit_breaker

Summary

Implement the price impact circuit breaker mechanism and the set_circuit_breaker_threshold admin function in the creator-keys contract to safeguard against excessive price volatility during buy and sell operations.

## Changes

• Circuit Breaker Validation: Added price impact checks during trade execution to compare price movement
  against the configured threshold percentage.
• Admin Configuration: Implemented set_circuit_breaker_threshold allowing the protocol admin to update the
  threshold in basis points.
• Event Emission: Added CircuitBreakerTriggeredEvent carrying pre_price, post_price, and actual_bps
  upon triggering.
• Testing & Snapshots: Added and updated comprehensive unit tests, integration tests, and test snapshots
  verifying circuit breaker enforcement and behavior.
