Bump authorization to v0.5.4 and runners chart to v0.5.11

Context

Agents-orchestrator E2E is blocked by:

• missing workload-level authz model (needs authorization v0.5.4)
• runners needs to write workload authz tuples and authorize GetWorkload via workload#can_view (merged in runners PR feat(platform): switch dbs to argocd #65)
