Allow creating spacecraft actors from TLEs

Be able to read in TLE directly to model satellite with orbit.

• Add set orbit in ActorBuilder based on TLE strings
• Add test for it
• Update sentinel 2 example notebook from Sentinel2 examples #38 to use this
